Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET)

According to media reports, the US government has cautioned Indian manufacturers to ensure that items, including defence equipment, are not exported to Russia.

Such exports could support Russia’s missile systems and increase the risk of these companies facing Western sanctions, cautioned the US.

As Russia’s war with Ukraine, which started in February 2022, has continued unabated for over two years, leading to loss of lives, livelihood and property in Ukraine and turmoil across the globe, the US and its Western allies have been tightening sanctions against Moscow.

In Foreign Trade Policy, dual-use items have been given the nomenclature of Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET).

Export of dual-use items and technologies under India’s Foreign Trade Policy is regulated.

Export of dual-use items and technoloqies is either prohibited or is permitted under a license.

The SCOMET list is notified by DGFT under the Foreign Trade Policy.

The SCOMET policy emphasizes India’s Strategic Trade Controls in line with its commitments under multilateral non-proliferation export control regimes and other international conventions.
