What is Inner Line Permit System?

Why in the News?

Amit Shah- Union Home Minister , recently assured civil society and political representatives from the northeastern States of India that tribal areas in Assam, Meghalaya and Tripura, and States protected by the Inner Line Permit (ILP) system would be shielded from the impact of the proposed Citizenship (Amendment) Bill (CAB), 2019.

What is Inner Line Permit?

  • The Inner Line Permit (ILP) is an official travel document issued by the Government of India to grant inward travel of an Indian citizen into a protected area for a limited period.
  • It is obligatory for Indians residing outside those states to obtain permission prior to entering the protected areas.
  • Currently, the Inner Line Permit is operational in Arunachal Pradesh, Mizoram and Nagaland.
  • It is issued by the state government concerned.

Background

  • Under the Bengal Eastern Frontier Regulation Act, 1873, the British colonial government framed regulations restricting the entry and regulating the stay of outsiders in designated areas.
  • This was to protect the British own commercial interests by preventing Indians (British Subjects) from trading within these regions.
  • In 1950, the Indian government replaced “British subjects” with “Citizen of India”. (Source: Indian Express and The Hindu)
