What is “High Value, Low Impact” policy?

Why in the News?

Recently Bhutan said that it plans to levy charges on tourists from regional countries, including India, Bangladesh and Maldives, who at present are exempted from any charges.

What is it?

The principle of “high value, low volume” has been the overall Bhutan’s tourism policy since 1974, which later changed to “high value, low impact” in 2008. The essence of this policy is that Bhutan will monitor tourist arrivals depending on our capacity to cater to them,.

As per the Bhutan Government, international tourists pay $250 as a minimum charge per day per person, which includes a $65 a day “Sustainable Development Fee”, as well as a $40 visa charge, tourists from India, Bangladesh and the Maldives had so far paid no fees, and were able to cross over without visas. ‘हाई वैल्यू, लो इम्पैक्ट’ नीति

भूटान की ‘हाई वैल्यू, लो इम्पैक्ट’ नीति को ‘हाई वैल्यू, लो वोल्यूम’ नीति भी कहते हैं। इसका मतलब है कि यह पर्यटकों के आगमन को उन्हें सेवा देने की क्षमता (पर्यटकों की संख्या को स्वीकार करने की क्षमता) तक स्वीकार्य करता है। जहां भारत, बांग्लादेश व मालदीव के पर्यटकों को शुल्क नहीं देना पड़ता है वहीं अन्य देशों को पर्यटकों को 250 डॉलर का न्यूनतम शुल्क प्रतिदिन देना होता है।
