Why in the News?
Recently Ministry of Road Transport and Highways decided to postpone the date of compulsory implementation of FASTags on National Highway Toll Plazas to 15th of December, 2019. The scheme was earlier to launched from the 1st of December, 2019.
What is FASTag?
FASTag is a prepaid radio-frequency identification-enabled tag that facilitates automatic deduction of toll charges. In order to save fuel, time and pollution and to ensure seamless movement of traffic, Ministry of Road Transport & Highways has launched National Electronic Toll Collection program (NETC) which provide for collection of user fee through FASTag based on RFID technology. It was decided that all lanes (except one lane on each side) in Fee Plazas shall be declared as ‘FASTag lane of Fee Plaza’ by 1st of December 2019.
What are the features?
- The new system will now do away away with a stop-over of vehicles and cash transactions at toll plazas.
- The FASTag electronic toll collection programme is being implemented by the Indian Highways Management Company Limited (IHMCL), a company incorporated by the National Highways Authority of India (NHAI), and the National Payments Corporation of India in coordination with Toll Plaza Concessionaires, tag issuing agencies and banks.
- FASTag can be bought from 22 certified banks, through various online platforms, online applications and at select points-of-sale locations.
- The tag, which can be recharged through cheque or online payments, is fixed on the windshield of a vehicle, ideally on the glass just behind the rear-view mirror.
- FASTag has a validity of five years.
When started as a Pilot project?
The e-toll collection system was initially implemented as a pilot project in 2014 on the Ahmedabad-Mumbai stretch of the Golden Quadrilateral.
What are the benefits?
- It will plug revenue leakages, reduce the cost of delays, reduce the cost of fuel consumption, cut down the nation’s GDP loss, remove bottlenecks, ensures seamless movement of traffic and saves time.
- The centralised system provides authentic and real-time data to government agencies for better analysis and policy formulation.
- It also helps reduce air pollution and the use of paper besides cutting the cost of managing toll plazas.
What are the preparations?
- NHAI has equipped all Fee Plazas with Electronic Toll Collection System.
- For ease in availability of FASTag , NHAI has launched MyFASTag APP whereby all information regarding FASTag can be obtained along with location of POSs and charging/ linking with NHAI/other wallets or bank accounts. (Source: The Hindu and PIB)
फास्टैग
टोल प्लाजा पर रूकावटों को खत्म करने और यातायात की बेरोकटोक आवाजाही सुनिश्चित करने के लिए सड़क परिवहन और राजमार्ग मंत्रालय और भारतीय राष्ट्रीय राजमार्ग प्राधिकरण की प्रमुख पहल, राष्ट्रीय इलैक्ट्रॉनिक टोल संग्रह (फास्टैग) कार्यक्रम को अखिल भारतीय स्तर पर लागू कर दिया गया है ताकि रेडियो फ्रीक्वेंसी आइडेंटिफिकेशन (आरएफआईडी) टेक्नोलॉजी का इस्तेमाल करते हुए अधिसूचित दरों के अनुसार उपयोग शुल्क एकत्र किया जा सके।
डिजीटल भुगतान को प्रोत्साहन देने और पारदर्शिता बढ़ाने के लिए, मंत्रालय ने राष्ट्रीय राजमार्गों पर शुल्क प्लाजा की सभी लेनों को 15 दिसम्बर 2019 से “फास्टैग लेनों” के रुप में घोषित करने का आदेश दिया है, जबकि एक लेन (प्रत्येक दिशा में) को हाइब्रिड लेन के रूप में रखने का प्रावधान किया गया है ताकि फास्टैग और अन्य तरीकों से अदायगी की जा सके।
फास्टैग को विभिन्न बैंकों और आईएचएमसीएल/एनएचएआई द्वारा स्थापित 28,500 बिक्री केन्द्रों से खरीदा जा सकता है, जिनमें राष्ट्रीय राजमार्ग के सभी शुल्क प्लाजा, आरटीओ, साझा सेवा केन्द्र, परिवहन केन्द्र, बैंक की शाखाएं, कुछ चुने हुए पेट्रोल पम्प आदि शामिल हैं।
एनईटीसी कार्यक्रम (फास्टैग) के तहत राज्य/शहरों के टोल प्लाजा को शामिल करने के लिए भारतीय राजमार्ग प्रबंधन निगम लिमिटेड (आईएचएमसीएल) द्वारा सभी राज्यों को योजना संबंधी दिशा-निर्देश दिए गए हैं। योजना के अंतर्गत आईएचएमसीएल प्रत्येक टोल प्लाजा की दो लेनों पर ईटीसी अवसंरचना स्थापित करने की सीएपीईएक्स लागत का 50 प्रतिशत वित्तीय सहायता प्रदान कर रहा है, जो अधिकतम 20 लाख रुपये है, साथ ही यह ईटीसी कार्यक्रम प्रबंधन शुल्क भी वहन कर रहा है।
