West Bengal Governor Jagdeep Dhankhar on February 12 prorogued the state Legislative Assembly with effect from February 12 after exercising power vested with him under Article 174 of the Constitution.
What is Prorogation?
- Prorogation is discontinuing a session of the Parliament or a legislative assembly without dissolving it.
- Following this, the state government will have to take permission from the Governor to commence the next session of the Assembly and it would have to begin with a speech by him.
What is Article 174?
- Article 174 of the Indian Constitution says that the Governor shall from time to time summon the house or each house of the legislature of the state to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session.
- Clause 2a of the Article 174 says that the Governor may from time to time prorogue the house or either house or dissolve the Legislative Assembly. Clause 2 gives him the power to dissolve the house.
