The unification of three civic municipal bodies of Delhi comes into force from May 22, 2022.
- Senior IAS officer Gyanesh Bharti has been appointed as the Commissioner of Municipal Corporation of Delhi. He is a 1998-batch IAS officer of Arunachal Pradesh, Goa, Mizoram and Union Territories (AGMUT) Cadre.
- The Union Home Ministry has also appointed senior IAS officer Ashwani Kumar as Special Officer for the MCD.
Salient features of the bill
- Parliament had passed the Delhi Municipal Corporation (Amendment) Bill, 2022 during the recently Budget Session 2022.
- The Bill has amended the Delhi Municipal Corporation Act, 1957 passed by Parliament. The Act was amended in 2011 by Delhi Legislative Assembly to trifurcate the erstwhile Municipal Corporation of Delhi into: (i) North Delhi Municipal Corporation, (ii) South Delhi Municipal Corporation, and (iii) East Delhi Municipal Corporation.
- The 2022 Bill has been amended to unify the three corporations.
- The Bill replaces the three municipal corporations under the Act with one Corporation named the Municipal Corporation of Delhi.
- The Act envisages bringing about greater transparency, improved governance, and more efficient delivery of civic service for the people of Delhi.
- The Act reduces the number of wards to 250 from the existing 272. While North and South Corporations have 104 wards each, the East Corporation has 64 wards.
- The Bill provides that the central government may appoint a Special Officer to exercise powers of the Corporation until the first meeting of the Corporation is held after the commencement of the Bill.
