The United Nations General Assembly (UNGA) has adopted a resolution deploring the Russian aggression in Ukraine and urged Moscow to immediately withdraw all forces from Ukraine.
- The resolution demands that Russia “immediately, completely and unconditionally withdraw all of its military forces from the territory of Ukraine within its internationally recognized borders.”
- It was sponsored by more than 90 countries and needed a two-thirds majority in the Assembly to pass.
- The resolution came up for voting with 141 members voting for and five members voting against it.
- India and 34 other nations abstained from voting. The United Arab Emirates, which had abstained from the UNSC vote, voted for the resolution in the General Assembly.
- Countries that voted against the resolution included Belarus, North Korea, and Syria. Cuba also spoke in support of Russia but did not issue a vote. Its representative said that countries “identify diplomatic off ramps” to end the conflict.
Voting process
- Known informally as the world’s “town hall”, the Assembly is where all 193 UN Member States have a voice.
- The emergency session of UN General Assembly was called by the Security Council amidst ongoing Russian military operations in Ukraine. It came after the 193-member assembly convened its first emergency session since 1997.
- A United Nations General Assembly Resolution is a decision or declaration voted on by all member states of the United Nations in the General Assembly.
- General Assembly resolutions usually require a simple majority (50 percent of all votes plus one) to pass.
- Voting in the General Assembly on certain important questions—namely recommendations on peace and security; budgetary concerns; and the election, admission, suspension or expulsion of members—is by a two-thirds majority of those present and voting.
