ShadowPad: Russian hackers target power grid assets

Suspected state-sponsored Chinese hackers have targeted the power sector in India in recent months as part of an apparent cyber-espionage campaign, Recorded Future Inc. said in a report published on April 6.

  • The report claimed that Chinese State-sponsored actors have targeted seven power grid assets, the national emergency response system and an Indian subsidiary of a multinational logistics company since September 2021.
  • The hacking group, dubbed TAG-38 (Threat Activity Group-38), has used a kind of malicious software called ShadowPad, which was previously associated with China’s People’s Liberation Army and the Ministry of State Security, according to Recorded Future.
  • The hackers focused on at least seven “load dispatch” centers in northern India that are responsible for carrying out real-time operations for grid control and electricity dispersal in the areas they are located.
  • Minister for Power said, at least two attempts by Chinese hackers were made on electricity distribution centres near Ladakh but were not successful.
  • Ministry of External Affairs (MEA) spokesperson Arindam Bagchi remarked that the MEA had no information at present about these attacks, but expressed confidence that India’s “critical infrastructure has adequate safeguard mechanisms.”
