Neptune Declaration on Seafarer Wellbeing and Crew Change

The Liberian Registry has become the very first ship registry to sign onto the Neptune Declaration on Seafarer Wellbeing and Crew Change.

  • The Neptune Declaration calls for seafarers to be designated as key workers and for cooperation to end the crew change crisis.
  • In December 2020, the United Nations General Assembly adopted a resolution on International cooperation to address challenges faced by seafarers who are supporting global supply chains during the Covid19 pandemic.
  • The Neptune Declaration urges the implementation of four main actions to address the crisis:
  1. Recognize seafarers as key workers and give them priority access to Covid-19 vaccines
  2. Establish and implement gold standard health protocols based on existing best practice
  3. Increase collaboration between ship operators and charterers to facilitate crew changes
  4. Ensure air connectivity between key maritime hubs for seafarers.
