On 13-14 June 2019, Bishkek (Kirgyzstan) hosted a meeting of the Shanghai Cooperation Organisation’s Heads of State Council. Prime Minister Narendra Modi represented India in this summit.
- During the summit, Prime Minister Narendra Modi called for united efforts from the global community to eliminate the terrorism from its root.
- Addressing the Plenary Session of SCO Summit at Bishkek in Kyrgyzstan Mr. Modi said, all humanitarian forces will have to unite to counter terrorism. Prime Minister also called for International Conference Against Terrorism. He said that nations supporting, promoting and funding terrorism should be held responsible and made accountable for their actions.
- At the end of the summit, Bishkek Declaration was issued.
Bishkek Declaration
- The Member States resolutely condemn terrorism in all its forms and manifestations. They urge the international community to strengthen global cooperation in efforts against terrorism under the UN’s central role by fully implementing the relevant UN Security Council resolutions and the UN Global Counter-Terrorism Strategy,The SCO Member States consider it necessary to ensure the earliest possible enactment of a protocol on security guarantees to the Central Asian Nuclear-Weapons-Free Zone Treaty for all signatory states.
- The Member States note the importance of keeping outer space free from weapons and the top-priority importance of unfailingly complying with the current regulatory-legal framework that stipulates the exclusively peaceful use of outer space.
- The SCO Member States call for unfailingly honouring the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction.
About Shanghai Cooperation Organisation (SCO)
- The Shanghai Cooperation Organisation (SCO) is a permanent intergovernmental international organisation, the creation of which was announced on 15 June 2001 in Shanghai (China) by the Republic of Kazakhstan, the People’s Republic of China, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, and the Republic of Uzbekistan. It was preceded by the Shanghai Five mechanism.
- The Shanghai Cooperation Organisation Charter was signed during the St.Petersburg SCO Heads of State meeting in June 2002, and entered into force on 19 September 2003. This is the fundamental statutory document which outlines the organisation’s goals and principles, as well as its structure and core activities.
- The historical meeting of the Heads of State Council of the Shanghai Cooperation Organisation was held on 8-9 June 2017 in Astana. On the meeting the status of a full member of the Organization was granted to the Republic of India and the Islamic Republic of Pakistan.
- The organisation has two permanent bodies — the SCO Secretariat based in Beijing and the Executive Committee of the Regional Anti-Terrorist Structure (RATS) based in Tashkent.
