Heritage Conservation Committee

The Government of India’s proposal to construct a new Parliament building (Central Vista Project) was approved by the Heritage Conservation Committee (HCC) on January 11, 2021.

  • The Supreme Court, while allowing the project in its January 5, 2021 judgment, had mandated the clearance by the HCC.

What is Heritage Conservation Committee – (HCC)?

  • The Heritage Conservation Committee – (HCC) was setup by incorporating a new Clause 23 in Delhi Building Bylaws, 1983 for the protection of Heritage buildings, Heritage precincts and Natural feature areas in Delhi.
  • According to the HCC, it shall be the duty of owners of Heritage Buildings etc. to carryout regular repairs and maintenance of the buildings.
  • The Ministry of Housing & Urban Affairs’ has recently recently reconstituted this committee which is chaired by the Special Secretary/ Addl. Secretary, Ministry of Housing and Urban Affairs.
