Govt. clears oil & gas exploratory drilling in Hollongapar Gibbon Sanctuary

The Standing Committee of the National Board for Wildlife (NBWL) has approved oil and gas exploratory drilling within the eco-sensitive zone (ESZ) of the Hollongapar Gibbon Wildlife Sanctuary in Assam. This decision, made during the 81st meeting of the NBWL, has sparked debate over the challenges of balancing energy development with the conservation of unique wildlife habitats.

About Hollongapar Gibbon Wildlife Sanctuary:

  • Named for the Hoolock gibbon: India’s only ape species, the Hoolock gibbon, resides here, making the sanctuary a critical refuge for biodiversity.
  • Ecological Significance:
    • Provides essential forest corridors connecting to the Dissoi Valley Reserve Forest and habitats in Nagaland.
    • Supports a variety of flora and fauna, emphasizing its role in maintaining regional ecological balance.

NBWL’s Conditions for Environmental Safeguards: To mitigate potential environmental impacts, the following stringent conditions have been imposed:

  • Digital Surveillance: Real-time digital monitoring systems will oversee the operations.
  • Operational Plans: Detailed plans must be submitted to regulatory bodies for approval before drilling commences.
  • Minimal Tree Felling: Efforts will be made to keep deforestation to an absolute minimum.
  • Strict Pollution Controls: Measures will be implemented to prevent contamination of the sanctuary and its surroundings.
  • Prohibition of Resource Extraction in the ESZ: Oil and gas extraction activities within the ESZ will remain explicitly prohibited, even if reserves are discovered.

Concerns:

  • Conservation Risks: The sanctuary’s biodiversity and forest corridors may face disturbances from exploration activities, threatening the habitats of sensitive species like the Hoolock gibbon.
  • Development vs. Environment: The decision raises concerns about prioritizing energy needs over ecological preservation in critical habitats.
