Global Security Initiative

Chinese President Xi Jinping proposed for the first time a Global Security Initiative at the opening ceremony of the Boao Forum for Asia Annual Conference 2022.

Salient features of Global Security Initiative

  • The new Global Security Initiative will look to counter the U.S. Indo-Pacific strategy and the Quad – the India, U.S., Australia, Japan grouping – according to Chinese officials.
  • As per, the China’s Foreign Minister Wang Yi, the proposed initiative echoes the global need for economic recovery in the post-pandemic era with inflation continuing to rise and various financial crises in view: trade, energy and food crisis are all likely to appear one after the other.
  • A few countries have introduced unilateral sanctions and “long-arm jurisdiction,” insisted on suppressing the economic and scientific development of other countries, which further worsened people’s livelihood in countries around the world, especially in developing countries, said Wang Yi.
  • He said “some countries” were “eager to engage in exclusive ‘small circles’ and ‘small groups’”, terms Chinese officials have used previously to describe the Quad as well as the AUKUS (Australia-U.K.-U.S.) security pact.
  • Mr. Wang said China’s proposed security initiative would “oppose” what he called “the destruction of the international order under the banner of so-called ‘rules’ and the dragging of the world under the cloud of the ‘new cold war’”, and would “build an Asian security model of mutual respect, openness and integration”.
  • He firmly opposes the use of the ‘Indo-Pacific’ strategy to divide the region and create a ‘new Cold War’, and the use of military alliances to put together an ‘Asian version of NATO’.
  • He said that the Global Security initiative’s core concept is that of a shared, comprehensive, cooperative and sustainable security.
  • The proposal also claimed to adheres to respecting the sovereignty and territorial integrity of all countries, upholds the purposes and principles of the UN Charter, and is aimed at resolving disputes through peaceful means.
