- Department of Industrial Policy and Promotion secretary, Ramesh Abhishek has released the State Business Reform Assessment 2018 ( States in Ease of Doing Business ) in New Delhi on July 10, 2018.
- As per the index, Andhra Pradesh has topped the ease of doing business rankings, while Telengana is in second and Haryana is in third position.
- Jharkhand, Gujarat, Chhattisgarh, Madhya Pradesh, Karnataka, Rajasthan and West Bengal are in the top ten list.
- 17 states have achieved a reform evidence score of more than 90 per cent and 15 have achieved a combined score of 90 per cent and more.
- While Chhattisgarh has topped in terms of property registration, Rajasthan has topped in terms of construction permit.
- West Bengal has topped in terms of labour regulation and Karnataka topped in terms of environmental registration.
- Uttarakhand has topped in terms of land availability and Odisha has topped in terms of paying taxes. Uttar Pradesh tops in terms of obtaining utility permit.
About the Index
- DIPP in collaboration with the World Bank conducts an annual reform exercise for all States/UTs under the Business Reform Action Plan (BRAP). The aim of this exercise is to improve delivery of various Central Government regulatory functions and services in an efficient, effective and transparent manner.
- As per the secretary, a large number of states have made significant progress in reforms suggested in Business Reform Action Plan 2017.
- The reform plan has expanded from 285 to 372 action points till 2017. States and UTs have conducted reforms to ease their regulations and systems in areas such as labour, environmental clearances, single window system, construction permits, contract enforcement, registering property and inspections. States and UTs have also enacted Public Service Delivery Guarantee Act to enforce the timelines on registrations and approvals.
- The current assessment under the BRAP 2017 is based ona combined score consisting of Reform evidence score that is based on evidences uploaded by the States and UTs and Feedback scorethat is based on the feedback garnered from the actual users of the services provided to the businesses.
