Centre reconstitutes Inter-State Council

In order to promote and support cooperative federalism in the country, the central government has reconstituted the inter-state council.

Composition of ISC

  • Prime Minister Narendra Modi is the the chairman of the council and chief ministers of all states and six Union cabinet ministers are its members.
  • 10 Union ministers will also be permanent invitees to the inter-state council.

Standing committee of ISC

  • The government has also reconstituted the standing committee of the council, with home minister Amit Shah as its chairman.
  • Chief ministers of Andhra Pradesh, Assam, Bihar, Gujarat, Maharashtra, Odisha, Punjab and Uttar Pradesh are also members of the standing committee of the council.

Constitutional Provision

  • Under Article 263 of the Constitution, the President of India can establish inter-state council and also authorized to define the nature of duties to be performed by such a council.
  • In pursuance of the recommendations of Sarkaria Commission, ISC was constituted in 1990.
  • The inter-state council (ISC) is a recommendatory body.
  • It has been empowered to investigate and discuss subjects of common interest between the Union and state(s), or among states, make recommendations for better coordination of policy and action on these subjects, and deliberate on matters of general interest to the states, which may be referred to it by its chairman.
  • It also deliberates on other matters of general interest to the states as may be referred by the chairman to the council.
