1267 committee: Abdul Rehman Makki designated ‘global terrorist’

The United Nations Security Council (UNSC) has listed Pakistan-based terrorist Abdul Rehman Makki as a global terrorist. Makki is the brother-in-law of Lashkar-e-Taiba (LeT) chief and 26/11 mastermind Hafiz Saeed.

  • The UN Security Council’s ISIL and al-Qaida Sanctions Committee, also known as the 1267 committee, sanctioned Makki, a close aide and brother-in-law of LeT founder Hafiz Saeed citing his links to a series of terrorist attacks, ranging from the 2000 Red Fort attack to the 2008 Mumbai attacks.
  • The committee is part of the UN Security Council and its job is to implement international sanctions against terrorists.
  • The Al Qaeda committee was established as the Al-Qaida and Taliban Sanctions Committee on October 15, 1999, after Security Council Resolution 1267 designated al-Qaeda and the Taliban as terrorist bodies. In 2011, a separate committee was formed for the Taliban.
  • Resolution 1267 was adopted under Chapter VII of the United Nations Charter and requires all UN member states to “freeze the assets of, prevent the entry into or transit through their territories by, and prevent the direct or indirect supply, sale and transfer of arms and military equipment to any individual or entity associated with Al-Qaida, Osama bin Laden and/or the Taliban as designated by the Committee.”
  • Makki’s listing went through after China ended a “technical hold” it placed when the matter was proposed by India in June 2022.
  • In the past, China used the same measure to block the listing of Jaish-e-Mohammed (JeM) founder Masood Azhar for close to a decade.
  • The new development comes after India last year slammed China after it blocked the proposal to list Makki under the Sanctions Committee.
  • Makki, who has been involved in raising funds, recruiting, and radicalizing the youth to plan attacks in India, especially in Jammu and Kashmir, has already been listed as a terrorist by India and the United States.
  • Makki has been in various leadership roles within the terrorist organisation.
  • The 1267 Committee made clear Mr. Makki’s record in raising funds, recruiting and radicalising youth to violence and planning attacks in India.
  • India and the United States have already listed Mr. Makki as a terrorist under national laws.
